Dear Sirs,
Industrial trainwash building site construction behind Great Eastern Street,
Romsey, Cambridge.
Myself, my partner and a neighbour here on Great Eastern Street today, 23rd
April, observed your workers on the building site for the above building
project. We observed that they were working together in close proximity, so
breaking government guidelines.
As the managers of this project we are alerting you to the fact that you are
putting your employees in jeopardy, making them do work for which they are not
able to practice the social distancing guidelines mandated in March by the UK
government.
Our neighbour has photographic evidence of this breaking of the guidelines
which we can produce.
It is obvious from observing the work that it would be impossible to carry it
out and observe the guidelines.
We ask that you cease all work on the site until the current social-distancing
provisions have been lifted by the government. We ask that you assure us of
this by 1pm on Friday 24th April. If we do not receive this assurance we will
be taking this matter to the authorities and the media.

The Great Eastern Street community is still waiting for your invitation to a
virtual consultation meeting. Do you have one or more dates in mind?
We have seen an uptick in activity over the last couple of days on the site,
with noise and vehicle movement. As many of us are both working from home and
having to care for children, it's quite disturbing. We are also concerned about
the risk to which Spencer Group contractors are being put, as we have seen them
standing and working together within the 2 metre social distancing limit
without PPE.

Thank you for responding to my online meeting invite. I’ll be in touch with the

In regards to timeframes, we have no definite timescales on the wash
construction at the moment, however we'll keep you updated on the programme.
Work, will however be continuing on the overall sidings upgrade in the meantime.
I am working to ensure that all areas of the project will be represented at the
online meeting. I have passed all planning questions onto to Network Rail for
their expertise and I will share the answers when I get them.
In response to the Scarborough Depot that you are making a comparison to, this
is not really comparable. Transpennine Express maintain their diesel-locomotive
trains at this depot, which are considerably louder than any of the electric
trains which will use the Cambridge sidings. In addition this is a maintenance
depot where heavy maintenance is completed. Cambridge depot is used for washing
and servicing trains only.
In the coming weeks, I will be updating the Q&A with the latest information
from our most recent tests – which I will also share with you when we get them.
Furthermore, please I can request a few inaccuracies to be corrected on the

* Network Rail and GTR have declined a request from the Cambridge City
Council to submit an application for a Certificate of Lawful Development.
We, as GTR, have not declined to submit an application for a Certificate of
Lawful Development. We can’t as we are not the land owner. As mentioned at the
previous meetings, GTR is the project manager.
* A similar facility in Scarbrough has been reported as extremely noisy.
As mentioned above, they are not similar facilities and Scarborough will be
louder due to the rolling stock and type of work.
* GTR has not finalised its plans for the size, locations, look, or
chemicals of the facility, six weeks out from starting work.
The location is finalised, and so are the details around the wash itself. The
look of the enclosure is still being discussed as part of our discussions with
yourselves. The train wash will be approx.. 9m high by 7m wide and 33m in
length, the wash is to be a fully enclosed structure to reduce the noise impact
which is being a responsible neighbour. The look is very much up for
discussion, we have different cladding variations available.
* GTR has not fully modelled noise of the aggregated sound or vibrations of
the proposed facility and all train and car movements.
We have modelled sound, as shared at previous meetings, and we have committed
to run these tests post installation. In regards to vibrations we are adhering
to Network Rail standards. We will reference these standards at our next
meeting.
* GTR has not fully chosen or assessed the impact of the chemicals to be
used, and claims that this can not be done until the trains are manufactured.
GTR are not the operators of the depot and therefore would not make any
decisions regarding the use of chemicals, merely approve for use on our own
fleets. The trains mentioned are Greater Anglia’s new fleet and not GTR’s,
Greater Anglia will be putting forward the relevant cleaning products for use.
* GTR has not assessed the impact on the conservation area.
As above, GTR are the project managers, essentially the builders. This was
captured in the planning process and the responsibility of Network Rail who
submitted the planning application for the relevant parts of the Cambridge
Siding upgrade program.

I’m afraid that neither Chris nor any other representative from GTR, Greater
Anglia, or Network Rail have responded, and no message has been sent to the
wider community.
We appreciate the difficulty of holding a large meeting online. We would be
happy to have a smaller group conversation online. If this can’t be arranged
for tomorrow then we would appreciate exploring another date very soon - that
is, within a week or two as most.
However, in the meantime and most pressingly, we are concerned that the project
timetable as of the last meeting was that work on the train wash would begin in
April. Without a meeting, we are concerned that this will go ahead without
further consultation.
So, is the project proceeding on the timetable we were given at the last
meeting, or is it pausing due to the COVID-19 crisis? If there is a change,
what is the new timetable?
Also, if a meeting cannot be held quickly, we would appreciate GTR, Greater
Anglia, and Network Rail answering our questions by email in the interim.
We look forward to a response about tomorrow evening.

The residents of Great Eastern Street and surrounding community have been
looking forward to the next community meeting on March 24.
Given the current pandemic, what plans are in place to hold this meeting
online? We have a residents' meeting this evening and I would like to be able
to inform them of your plan.
I assume that you have some service, such as Microsoft Teams, Zoom, etc. that
could host the meeting and allow residents to discuss updates to the project.
If not, we may be able to host it but that should not be the community's burden.
In terms of the meeting itself, we have a few requests:
Representatives
1. You recall that at the last meeting the community requested that one or
more a representative from Network Rail attends, and that these people should
be someone with responsibility for options appraisal that let to the site
choice and can also answer questions about why the land around the Cambridge
North station was not used and can not now be used. Perhaps someone such as
Ellie Burrows, the route director for the Anglia region, or Steve Taylor or
Katie Brown, who were involved in submitting the related 18/1372/CAP18?
2. You also recall that at the last meeting the community requested a number
of details about shade, noise, vibration, and chemical pollution and property
value loss, which the representatives attending were largely unable to provide.
We request that there be at least one well-prepared representative for each of
these areas.

1. We are first and foremost interested in addressing the issue of why
Network Rail does not consider the cleaning of trains to be an industrial
process. What resources can Network Rail, GTR, or Greater Anglia provide to
support that position?
2. Second, we would like all representatives to address the complaints of
residents near the Scarborough train washing facility, and how this facility
compares and contrasts to the Scarborough facility. This is the information
