I decided to get off my... erm... and try it myself - I did it once before,
it can't be that hard. So here's how to do it:

1. Run Softy, cancel reg code screen.
2. Font Type > Bitmap
3. File > Get TTF Bitmaps
4. Choose font, choose OK. Make sure it's the right size - probably 8pt.
5. Font > Header
6. Change "Font Name" to "MS Sans Serif" (no quotes).
7. Change "Weight" to "Bold" (700).
8. File > Save As... (any filename). OK next dialogue.
9. Change SystemFont= line in win.ini to point to new file.
10. Restart Windows.

Notice the thing I got wrong before? Yes, I said font weight 400 when I
meant 700. My bad.

There's a natty screenshot here if you don't believe me:

Just remember that you're limited by the fact that everything's designed for
MS Sans Serif Bold, so only certain fonts will fit.

Also, you should be able to get the good Win9x fonts (like Verdana in my
pic) from MS, under the pseudonym of "core web fonts":

http://www.microsoft.com/typography/fontpack

If you can access their site under Win3.1, that is (my soft-modem only works
in 9x so I don't know about that).
