No, the icon cache is not involved here. The format of explrico.bmp
changed in 3.0, from 16 to 32 height, to include icons for shared
resources. The old (pre 3.0) explrico.bmp, which you at sometime must
have placed there yourself (perhaps with the old win 95 theme), does not
have the shared resource icons, hence they didn't show.
