You have to change a key in the registry. Open regedt32 and go to
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon
and change the "Shell" key back to "progman.exe".
Maybe double-clicking the computer icon in the shutdown dialog will do the
trick as well, as writing to system.ini is automatically redirected to the
registry.
