<CT> DOS upgrade kills BASIC?

Slightly off-topic, but best suited to this list.
I installed PC-DOS 2000 (aka DOS 7) in 1999.
I have just tried to run GWBASIC to convert some programs
from the tokenized format to plain ASCII text format (was
going to try a basic compiler).
Ran into a problem, get an error "You can not SHELL to BASIC"
Tried to run BASICA, system rebooted.
Both run fine on my PC-DOS 5.02 system. QBasic runs fine.
Any ideas?
