for the above requirements you might start looking at Pro/e and Varicad.

GraphiteoneCAD is suposed to be going full 3D soon, but i have not heard 
anything lately.  drop them a note and ask.  

there are a number of OpenCascade based apps in the works.  that is also a 
good starting place.
