Right, but why mention QCAD?. These symbols can be used in any
application. 

I think also a more general approach is better. Why not submit these
blocks to something like dia[0]?. 

Dia is supposed to handle all kinds of diagrams, like water systems[1].

They accept SVG, but the conversion between DXF and SVG should be easy
enough. 

Then, a simple approach should be to generate block libraries from dia
to something which can be used in QCAD.
