Just as a heads up, 0 is one of the PF3 keys that you can safely leave as
default.

would you mind passing me your .ini file? Or, if not, just pasting the
hotkey section? The reason I ask is because when trying to modify hotkeys
with nvda, I can't see what I'm selecting in the list for changing the
hotkey, or, if it's selected. I know what I need to change, the numbers,
adding control+shift to them, but all I see is pF3 communication grouping key
0, and nothing I do will change that.
