[bvipilots] Having an IYP and PF3 problem

I followed all the instructions in the IYP PFE documentation, and I clearly
have done something incorrectly.  IYP clearly is not seeing PF3 because no
commands are working.  For example, I was just trying to get IFR clearance,
and all I would get out of Michelle was Are you Crazy or something like
that.  I am pretty sure it is not a PF3 problem because I can hear the voice
I selected as well as ATC and other aircraft if I use the keyboard to get
tuned to the ground frequency.  Any ideas here?
