When I try to load the Q400, I still get this aircraft is not fully
supported.

The aircraft.cfg file is correct.
Please do the following:
1-Launch FSX
2-Launch IYP
3-Ensure that IYP is in the ONLINE mode
4-Close IYP
5-DELETE the following files located in the FSX root folder:
ItsYourPlaneAircraft.xml
ItsYourPlaneChecklists.xml
6-Navigate down one level to the IYPDB folder. Delete the file entitled:
IYPFuelLibX.txt
7-Launch IYP
