I think the lack of RUNNING may an issue. This can happen when there's
a problem bringing up the network hardware. I would swap out what you
can [card, cable, switch], and see if it makes a difference.

You can get more connection info from the interface with
# ethtool eth0

This could also be a driver issue. Are eth0 and eth1 the same chipset?
