[budcinfo] Ignore test message

For some reason the email from Daniel didn't get forwarded in the correct
way so I tried a test to check.
These emails come to me for moderation and I then forward them if
appropriate.
Daniel's came back as expired so I obviously need to either forward them
within a set time or cut and paste as I did in that case.
