Every road killed animal is a tragedy.  Sometimes an animal is just trying to 
get to the other side  of the road or is using the highway as, well, a highway. 
 However, in the case of raptors the problem is usually that the bird is trying 
to catch prey near the road.  The prey is probably there because of food scraps 
of thrown from passing cars.  The message then is never to throw food scraps of 
any kind along roads to avoid these needless deaths.  Apple cores are no 
exception.
