No, the book, as I guess you've noticed, is back on
the download list, and judging by the comments and the
submitter you probably should reject it and recommend
rescanning. I suspect the person who left the comments
rejected the book with those comments.

I saved my notes from the last time the comments were
explained. All valid and donedone means is that the
book was validated. I don't know if the submitter
rated it Excellent, but I can't believe it was a
validator, or the comments wouldn't say that the
scannos shold be corrected, and it would have been
approved, not back on step one.
