Good question. Two possibilities come to my mind (but
neither one might be right -- they'e just guesses):
(1) before you finished and uploaded your copy your
time ran out and the book was released to the download
list, but you didn't notice because you'd finished, or
were close to finishing, and had no reason to check
the download list; or (2) someone else submitted the
same book, not knowing that you were validating it
because they didn't check Jesse's list (which was out
of date anyway) -- if they checked the collection and
the download list they wouldn't have seen the book and
would have thought no one had done it.

My suggestion would be to download the book from the
download list and reject it with the note that it's a
duplicate.
