Tab through internet options until you hear or see general cancel, Then right arrow, and the first is security, and second is privacy. When the right arrow is on privacy tab. The first thing will be how high you want the safety, that is numbers. Then you will see sites. That is what you want. You can select a site by typing the address, then tab and you will see block and always allow. One of the geeks will probably tell you a simpler way to get to this, but that is how I do it. It sounds like IE has set trusted sites, or else has blocked the cooky for bookshare. You can reset these things by going to privacy policy and/or security.
