I can confirm this. Yesterday, I reported that in beta 23, when the
sleep timer was set for 30 minutes, the BP would stop, but I received no
announcement. Last night, the announcement was working fine. The only
thing I did was to open Settings, change the time interval to, I think,
5 minutes, close Settings, then immediately reopen Settings and set it
back to 30 minutes. I have no idea if this resulted in the announcement
beginning to work or not.=20

With Beta 23 I find that the sleep timer works intermitently which has
been
the case for the last several versions.

I usually keep it set for five minutes, but some times it does not
engage.
There seems to be no pattern.

It appears that the battery drain has been corrected.
