What am I missing abut this general issue? In order to convert an NLS tape 
to MP3, it would have to be played in real time, anyway, to convert it, so 
why not just listen to it then?

Besides, there very well may be legal issues, even in copying for your own 
use. There most certainly are legal issues if you distribute such a file to 
anyone, even if they're entitled to use NLS materials and even if you give 
them the file for free.
