I'm guessing Bruce is right. Any package shipped internationally must
include a Customs Declaration form indicating the value of the contents,
among other things. This is true even if the package is being sent as free
matter exemption, if it weighs more than around 500 Grams, if memory serves
me correctly. Different countries have different laws determining when and
how import costs may be assessed. By quoting a value that was less than was
paid, they are trying to do a favour of sorts.
If it resulted in not having to pay Customs to take delivery, it is the
right thing to do, IMHO
