Shameless plug! If you are looking to change the sample rate value,
and/or normalize, Studio Recorder from APH will do the job just fine.

Sound Forge is a program for recording professionals that would do a

job, but who would want to spend that kind of money just to normalize

I played around a little with an older version of Goldwave, and I
wasn't 
that impressed.  Maybe it has improved.
