Rehydrating dried chilies is as simple as pouring enough boiling water over the
chilies to just barely cover, then letting them stand for 30 minutes to an
hour. Remove the chilies from the water, pat dry, split, remove seeds, etc. as
for fresh chilies, and use the soaking water in your recipe, if you like...or
just discard it if it has no noticable flavor.
