Best way to go about this is to email the band or their manager directly. Tell them that you want to play them on a podcast and ultimately get their permission. This works great over at garage, and other music sites. Lots of folks have been able to convince bands to allow them to play a tune or too. I'm sure it will work.

Subject: Question About Podsafe Music

Was wondering if anyone knows of a way to determine if a music group is
considered podsafe or not. There's a Canadian band that I want to put
onto my podcast, but am not sure if it's podsafe music. Think it is,
but wondered if there's a way to be sure.
For those who haven't seen the podcast yet, go to
