[blind-prog] java.net.sockettimeoutexception read timed out Error Please help me

Hi dear friends,

I have a problem ,When I want to connect to a web service I get this error:

java.net.sockettimeoutexception read timed out

My program is writen by C# .Is it a java error?

does it mean it is because of the web service ,I mean the request is sent
to web service and this is the problem of web service or

no it is because of network ,and it is the network error,
