Joe, I read through the entire response and see what is going on here.
Evidentally they have chose to contact blind residents by means of the phone.
Those that they were unable to contact (wrong phone number, full voicemail, no
phone number, etc) were sent letters stating that. Not sure if that helps you.

phone isn't working!" Some of these people make more than one hundred thousand
per year and the Flint BSBP Office is where they had bottled water on January
7, 2015.
