(Note CACIL and the state office of ADA Compliance formerly under the
Department of Tech. management and Budget (after signature line herein) an
outright state agency, the actors are all state employees, funded by federal
funds for the purposes of ADA (federal civil rights compliance, except CACIL
under Weaver who received federal funs for the purposes of just giving a
"rubber stamp" for same. Same Ellen Weaver who is in "bed" with Peckham and
others violating the ADA/504. In other words they are getting state and federal
funds to violate the ADA and 504.
And note the same Dan Morgan, a public, state employee referenced here is the
same Dan Morgan who was referenced in the supplemental police report and who on
September 11, 2015 apprised the other state actor (MSP head) Brody Boucher
that people with disabilities were disgruntled (which is our right) and were
going to protested (non-violently (which is and was our constitutionally
guaranteed right.
They treated we,"armed" with leaflets, voices and a bull horn like we were
terrorists and this is the state agency now a part of the Michigan Department
of Civil Rights along with same personnel who then, and now violate the rights
they are funded to protect! Moreover, with deliberate indifference; especially
as I personally notified them verbally as wshown on body cams, utubes, over and
over again of obligations under the Constitution, ADA, 504 and even Section
1983 for I knew then my rights and I know more case law about those rights. And
yet the highly trained in Constitutional underpinnings of the right to protest,
with words and printed pages Capitol contingent sought to act in violation of
my and others known civil rights. In other words these weren't your usual
constitutionally ignorant cops, but, rather a specialized cadre paid for, by
the by, as a separate component of the state budget to not only protect the
State Capitol, but also to abide by the rights of the people including me to
state capitol grounds and the right to protest, again non-violently and with
words vocally remitted and with words on paper. (Again only an informational
protest.)
these self same state actors including Sharon Alston Ellis conspired along
with Peckham, a copious recipient of state and federal funds and MARO (ditto)
to deny even a voice on ADA day. And that was solely because of our message
which was fact based against the actions of state actors acting in state
capacity with sstate funds against our very (persons with disabilities and
several laws); politically protected sppeech, he most protected speech of all
and yet we were pre-empted once again by these self-same state agents and their
actors and I was arrested, falsely, restrainded, humiliated, defammed in public
media by self-same state actors and at great personal, physical and emotional
cost over almost a year.
It was like having the KKK us state and federal funds to hold a 1964 civil
rights day celebration, sponsored by all white and even KKK members on the
State Capitol grounds, again the most protected of public fora for purposes of
First Amendment political speech rights and then denying and then arresting me
and persecuting (not prosecuting) me for rightful entry because I was black or
a member of black lives matters.
The agents of this abuse were the MSP capitol police who are supposed to have
real knowledge of Constitutional rights by all sorts of press releases and
other detailed information. In other words they are charged and supposedly
trained in Constitutional rights specifically, but acted deliberately and with
malice of forethought in regards to our and my civil rights violations.
Their main obligation is to afford access and rights of the people to the
"people's house" and its properties. Yet, in our case they violated known
mandates. And in my case they criminalize my civil and Constitutional rights
(most ironically on Constitution Day; and even worse on the ADA celebration day
a federal civil rights law, based upon amongst other things the Article V,
"equal protection and due process clauss".
Bottom line is the arbitors of our civil rights including those who put on
theis bogus "civil rights day/ADA 25th anniversary" on state grounds with state
and federal funds for the purposes of advancing our civil and Constitutional
Rights sought to deprive us of the very rights they were perportedly
celebrating. This is not only legally absurd and the most outragious onslaught
of civil and Constitutional rights I've seen since the sixties but it is also
absurd on its face.
For, the very agents of our "celebration" again funded directly and indirectly
with public funds where the very oppressors of our known rights! The public
record and all that I've sent and I have volumns unsent shows an outright and
utter, documented conspiracy to violate our and my civil rights and again the
First Amendment Rights of:
-speech/expression
-association
-assembly and petition
Only certain people with disabilities armed with facts, signs, words and other
media could be abused in this manner which shows the inequity and disparities
and injustice.
You see Ms. Portor and,. not preaching here, btw, but the ADA and indeed 504
are not "special laws" or "charity". They are fundamentl civil rights laws,
supposedly equal to all and yet, solely because I and others pointed out the
state and other state related actors routinely violate this seminal civil
rights law that the state and state funded actors conspired in fact and deed to
deprive me and others of known civil rights.
Now, all of these folks derive money/salaries/contracts and otherwise for
enforcing and implementing my and other people with disabilities constitutional
rights. And yet, in demonstrable fasion they used these self-same funds/ and
contrived institutions to deny our rights and in my case to falselty arrest,
prosecute, confine and otherwise violate the same rights they as federally
sponserrred, and fully informed state actors were required to abide by let
alone enforce.
IThis goes to the very nature, as I understand it about the 42USC1983 and the
civil rights law it was based upon. Wasn't this law created to protect frreed
African-Americans and those afforded civil rights fully under Article V, of the
Fourteenth Amendment from the institutional terrorism of the KKK and other
domestic/including state acting terrorists and civil rights abusers in the
first instance?

Mission, Vision and Values
Mission
We ensure all aspects of the State of Michigan are compliant with federal and
state Americans with Disabilities Act-related laws. We engage citizens and
advocacy groups to learn through listening.
Vision
We commit to make the State of Michigan the best place where, with or without
reasonable accommodations, those who want to work may do so, and all citizens
can participate in its offerings.

Transition Plan
Using the data from our audit we will work to create a Transition Plan for DTMB
Provide guidance to other departments in creating their Transition Plans
Develop a new Statewide ADA Transition Plan, the first since 1992

the Capital Area Center for Independent Living

The public interacts more with the State via our websites than our buildings
Worked closely with Ellen Martin, the State Webmaster to make our websites

Created a special presentation using blindfolds to teach awareness of the need
for accessible websites for people with limited vision
After first presentation, website compliance improved dramatically - now over
60,000 pages are accessible!
