Ms. Malloy and Brian. Failures to respond to this request for information
from you Ms. Malloy a public employee and you, Mr. Sabourin for public
information is a known violation of the Michigan FOIA that goes to you both and
the MCRS in general.
And as we can see by the Flint Water Crisis fiasco there is no true
transparency of any state agency.
Now I'm demanding all correspondences once again relative to EO 2015-15 from
any employee or member of MCRS and to any governmental or private entity
including any correspondences with Lt. Governor Calley, or for that matter
Mitchell Tomlinson who is on MCRS, a public official and who is the head of
Peckham, or any person like Todd Culver with MARO who were all active with the
drafting of EO 2015-15!

I draw your attention to the following:

Members reviewed the new EO that has named the MCRS, as the state
rehabilitation council, to have oversight of implementation of Employment First
in Michigan. Implementation refers to ‘state departments and agencies that
provide services and support to persons with disabilities, and all state
departments and agencies that provide employment, economic development, or
other related services shall collaborate and coordinate efforts to ensure that
state programs, policies, procedures, and funding support competitive
employment within an integrated setting as the first priority and optimal
outcome for persons with disabilities’. It was also noted that the EO
referenced for the MCRS is incorrect (2012-15); it should reflect 2012-10.
This error has been brought to the attention of the Governor’s Office.
Concerns for some of the language were expressed, along with questions of
whether or not there will be resources available to the Council for managing
the new responsibility.
Next steps were discussed. Staff was directed to draft a letter on behalf of
the ET to Lt. Governor Calley offering comments regarding the EO context and
request for more information about the expectations of the Council with regard
to ‘oversight’ of implementation of the EO. Once finalized by the ET, the
Council will be informed that the letter will be sent to the Governor’s Office
for a response.

matter relative to MCRS’ implementation of Executive Order 2015-15, and indeed
any written responses to you or the council.
