Hi Ms. Canter:
Just wanted to respond and let you know of possible options you may have
include the following:
- Make public comment at a Commission meeting if you feel filing a
complaint with MDCR will not be appropriately pursued; alternatively if you
wish to pursue your claim directly with the Commission, you may file it through
our offices but directed to the Commission.
- The actual content of the emails does not, in our opinion, establish a
violation of anyone’s First Amendment Rights. When a properly permitted event
on the Capitol lawn draws (counter) protesters, it is appropriate that law
enforcement agencies are notified.
- Law enforcement’s decision to keep protesters and event sponsors
separate in order to preserve the peace and security of all involved is neither
unusual nor inappropriate.
- Because both the event and the protest were advocating for persons
with disabilities, and both involved participants who are persons with
disabilities, there is no basis to believe that decisions (separating the two
groups to allow each to express itself without direct conflict) were made in
order to silence persons with disabilities.
- If you wish to file a complaint against MDCR and/or the State ADA
Compliance Office, you may want to do so with the appropriate USDOJ Civil

Mr. Arbulu,
How can i file a complaint about the Michigan Department of Civil Rights
itself, and about the State ADA Compliance Office? (I'm not sure if that's one
question or two).
I've got it all written down right here. I don't see any way to contact the
Civil Rights Commission directly. Please advise.
We can't have the state agencies tasked with protecting our rights actively and
aggressively violating them. I look forward to hearing from you, and to not
experiencing any more retaliation for exercising my First Amendment Rights.
