And in his own and DHHS's own compliance guide they request minutes, simple
board meeting minutes but don't have them? Come on folks how incompetent is all
of this when doling out federal bucks to the CILs who actually violate our
rights and how is Mr. Green's very salary justified for this outrage?
Now, you all shield your incompetence about even fiscal misfeasance and
malfeasance with bogus and extortionate FOIA responses?
Have you in DHHS not learned a thing about the Flint Water crisis fiasco?
Have you not learned that citizen's request for competence and transparency
means something in the real world?
Here we have a non-disabled bureaucrat doling out federal funds to non-disabled
run rackets to violate our persons with disabilities rights and services and
then they try to shield themselves with extortionate FOIA responses to hide
their uttter abuses and their outrages!
The whole system here is so utterly corrupted that it needs to be de-funded
including Mr. Green who sucks our blood and doesn't do his job!
His job is supposed to be dealing with the monitoring of compliance with even
basics of The Disability Network in Flint and other CILs.
So, is Ms. Suzan Howell. It is not to dole out federal funds like a
racketeering enterprise and then to try to shield themselves from openess and
transparency!
We, people with disabilities are not your cash cows and your reason for
existence and salaries!

Now, I’m requesting any and all information sent to or received by your
office relative to contract compliance including, but not limited to, the
following:
-Any compliance reviews if any, including engagement letters The compliance
review is being conducted, but is not completed. Engagement letters and
material requests can be provided.
-All “desk reviews” and all related documents. I am conducting the
compliance/desk review, which technically are the same thing. Bill Addison of
OQAIC is simultaneously conducting onsite data review (PARS, customer services,
etc.). I suspect that Mr. Harcz is asking for the data review, but does not
state so. (Darma and Eleanor Canter of Muskegon as associated with Mr. Harcz
and recently requested identical information for The Disability Network West
Michigan.)
-All 704 reports received by your office. The 704 Report is the Centers for
Independent Living’s annual report. MRS can provide it, but it is available
through TDN Flint and other sources.
-All articles of incorporation, by laws, minutes, etc. I am not sure what

-All quarterly reports. For what periods of time? MRS has been TDN Flint’s
(and all Michigan CILs’) grant administrator for decades.
Now, again the above documents are only highlights of my document request
here. For I’m requesting all documents, correspondences, etc. between any
personnel with TDN and your office. All documents and for what period of time?
Further I’ve noted that The Disability Network fails to remit said documents
to consumers; fails its contract and other laws as it does not allow citizens
with disabilities to even attend its board meetings in full; and that it
continually violates the Americans with Disabilities Act of 1990 and Section
504 of the Rehabilitation Act of 1973 including my person. All of which I’ve
documented to you in the past.
The majority of Mr. Harcz’s complaints have been with the BSBP and TDN Flint
not making meeting agendas, minutes, and other documentation accessible in
readable form. Please see the two highlighted paragraphs below.
In the above regard your office being an entity of state and local government
is obligated to follow Title II, of the ADA, and as a recipient of federal
funds DHHS and all of its many subsidiaries, including your office is required
to follow Section 504 of the very Rehabilitation Act of 1973, as amended that
funds your office and indeed all CILs.
In that regard I am blind. As so I cannot read print. And Title II, subpart
e, communications of the ADA requires that all state and local entities
including yours remits information in alternate formats, based upon primary
consideration, in a timely manner and without surcharge.
This invoked I am requesting that you remit all documents requested as plain
text files that are either sent to me through my e-mail address listed above,
or are sent to me on a “thumb drive” and mailed to my physical address.

Now, I’ve requested these reports, in accessible format before, and am
reiterating the request to you, Mr. Green and you, Mr. Craig as they have never
been remitted. Moreover, I’m asking again for all information sent to your
offices respectively from The Disability Network. Both of you work for state
agencies and are responsible for maintaining such records to ensure compliance
with this center for independent living. Moreover, as state agencies you are
both obligated to remit said documents under Title II, of the ADA, subpart e,
communications in a timely and accessible manner to those of us who are blind,
including me.
Thus send these and other documents requested as proof read plain text files
to my e-mail address listed above. And don’t send them as the garbled
remissions that both of your offices have sent me in the past.
A failure to respond, let alone remit said information in a timely and
accessible manner is a violation of several laws, not the least of them the
Americans with Disabilities Act of 1990 let alone several provisions of the
very Rehabilitation Act of 1973 which funds these programs, including your very
positions!
