Actually, I'm not sure that all of the individual people attempting to limit
the use of plastic bags is going to make a dent in our global warming
crisis. Most of the problems come from huge sysstems that are corporate and
government backed. Mining of coal here and in China, has to stop. Subsidies
to oil companies have to stop and be given instead to alternative energy
sources.  Corporations have to be taxed on the basis of how much greenhouse
gas they produce. If those things don't happen, banning plastic bags isn't
going to do a thing.

  While I agree in theory with banning plastic bags I have a problem.  Where
we live, I have a trash shoot for all trash.  I reuse all the plastic bags I
get from the stores.  Usually I use cloth bags for groceries but just get
enough plastic bags for trash.  If they outlaw plastic bags, we will need to
buy bags at the store.  reusing bags makes more sense than buying them. 
Perhaps a lot of people don't do this though.
