That is what the bureaucracy is like, especially when dealing with people with
limited funds or no funds at all. Services exist on paper, but in reality? Not
so much.

Yes. Cathy is much better at finding information on the internet than I am.
But she has about exhausted all logical links...and some that were not so
logical. She has contacted her mother's case worker, who left us the name of
another employee who was supposed to call and provide the information. Cathy
has left her four or five messages over the past several days, without a reply.
Even the case worker is a deadend connection, having no idea of the language
that will satisfy the State's need. This morning, shortly after 8:00 A.M.
Cathy will try the individual once again. Since the letter this employee sent
us, tells us that if the required inclusion of the State of Washington as first
beneficiary of any funds remaining in Dorothy's annuity is not received by this
Saturday, her request for SSI will be denied.
The request must be responded to upon the "official form", which we do not
hace. And just to drive home the ridiculousness of the requirement, Doroty's
annuity will be totally drawn out on August First.
I'm sure we'll get past this bump in the road, but it sours my attitude toward
our state's social services.

So much of Cathy's mother's future depends upon her qualifying for
SSI. But since she's been living on an Annuity for nearly 30 years,
the State of Washington must have a form stating that the State has
first claim to any money left in the Annuity, if any does exist upon
Dorothy's death. Cathy has been leaving voice mail and email with two
state employees who can give her the official language required on the
official form. Call after call has failed to get their attention.
Now, from one of these officials, comes a letter telling Cathy that if
the required information is not received by them no later than July
28, Dorothy's request for SSI will be denied. Since this is Sunday,
we will need to begin on Monday, looking for someone who can actually
serve the Public, and assist us.

Monday, July 16, Cathy headed to pick up her mother and take her to
the funeral of a cousin. When she arrived at her mother's apartment
she could see at once that her mother was in trouble. Cathy called
911, and within 3 minutes they were coming down the hall. The
doctor held out little hope. Dorothy's brain was still swelling,
and he said she probably would not last 3 days. So on next Monday,
one full week later, we will move Dorothy to a Long Term Care
facility in Bremerton.
Cathy and I have served several clients who lived there, and it is a
very nice facility. Of course Dorothy is now out of money. So the
wild dash to make her eligible for SSI is on. Meanwhile, Dorothy is
able to speak some words, but we can't be certain just how aware she
is. She keeps asking, "What happened?" We explain over and over
that she's had a stroke.
Besides spending days at the hospital, we are beginning the process
of cleaning out her two bedroom(over stuffed with stuff)apartment.
Just the paperwork is driving Cathy into a frenzy. Ah, if only we
had been wise enough to have joined the 1%.
So we'll be rather quiet for a time, but don't get your hopes up. I
shall return!
Now...it's off to the hospital and then on to our son's wedding.
Oh yes...we still do have clients to serve.
