I think that his point was that they anticipated an attack, given all of the
provocation we'd been giving to Japan, and they thought it might be around
December 1. But the point was that they wanted the attack because it would
motivate the American people to go to war. There's a book on BARD called, I
think, American Citizens of London, which I recently read. It is the most
recent book I've read describing how there was pressure on the US to go to
war to save England because the Germans seemed to be taking over all of
Europe. The American people were not at all interested in war. FDR was doing
all kinds of things to help England, but not openly, and much of it wasn't
exactly legal. So he was looking for something that would cause the
American people to embrace war.
