black doesn't lose under the 3 fold repetition rule, it's a draw.

white is suppose to win not draw.

That is my point. Black cannot play Rb4 because he would lose the game under 
the Three repeated move
rule. Black has to move to a5 where it is captured and the King is mated. 
This is not the solution
you have, but it does the job.

black doesn't have to play Ra5 check, he just plays Rb4 check instead.

Please help me to understand how my solution is a draw. It sure looks like
Checkmate to me.
Is it possible that it is a second solution to the problem?
1. Kb5 Rb4+
2. Ka5 Ra4+
3. Kb5 Rb4+
4. Ka5 Ra4+
5. Kb5 Ra5+ Black avoids losing by the 3 moves repeated rule.

that would be a draw, there is a way for white to checkmate black.

of course the problem is for white to stay out of check of black's rook.

black's rook can never be taken because then it would be stalemate since
black has no other moves.

for those of you who want to give the chess puzzle a try, it is below.

right now, black's rook on f4 is checking white's king on b4.
