If the asterisks are at the beginning of a chapter I don't see how they interrupt the flow of the book. That is already interrupted by the beginning of a chapter. Nevertheless, if there is a chapter heading to alert me that a new chapter is starting I can't say that I need the asterisks too.

best if there can be no blank line.  I have also seen nothing between title
of chapter and first line of text except a normal line or one enter.  Do not
know how that would work for sighted readers navigating, but that would be
fine in Braille.
