But there often are blank lines within short stories or novellas which indicate passage of time or switch of scene--same in novels themselves. It strikes me that this list does a lot of needless thrashing and that our time would be better spent either contacting BS staff or just dealing with the production requirements.

If the asterisks are at the beginning of a chapter I don't see how they interrupt the flow of the book. That is already interrupted by the beginning of a chapter.
