I was tempted to reply that it beats the system we have now, which is a recipe for anarchy, but, on second thought, maybe not.

No, Bob, you don't want a Volunteer, Volunteer Coordinator because part of the job of a coordinator, among the good things like training new volunteers and keeping records of hours spent and tasks done by them, and sending out thank yous, is the job of gently but firmly telling volunteers that maybe they need to choose a different task or could they improve what they are doing by---. No, you don't want a volunteer doing that because a coordinator like that has all of the title and none of the authority. That's a recipe for disaster, IMO.
