You don't actually have to open a file to reject it. Simply download it from step 1, go to step 2, choose to uploa the book, and then look for the reject button below the form. You don't need to fill out the form. You can just press the reject button and then tell the system why you're rejecting it. It is being rejected because the book is already in the system with a better rating, so you just choose the checkbox corresponding with that option.
