Chris,
If you click on the download link of a book on the step 1 page, among the
information you will see pertaining to that book is the quality rating. I
assume its statistically generated, but for all I know, its the one assigned
by the submitter. Anyway, there is a putative quality rating on the page where
you download a book off of step 1.
