Elizabeth is on target, of ourse; but the reality is that Jill's outlining of the requirements is what is expected. And given the divergence of reward for submitting and validating, Bookshare must feel similarily. Validating isn't intended to be the dumping ground for poor submissions; it is to verify what has been submitted meets standards. The submitter is in a far better position to straighten out a book than the validator is. And unless the book is truly special, validation shouldn't take the same amount of time as submitting. And if it does, the book likely ought to be rejected in the first place and rescanned.
