The process of adhering to Bookshare's copyright requirements probably includes the ability to prove to legal and computer skeptics that Bookshare's file security doesn't have exploitable holes. The easiest hole to exploit is a stolen computer and Benetech can't ensure the security of an offsite employee's computer. The alternative, managing a distributed workforce, is complicated and requires expensive electronic and human resources. I think one of the reason's why Bookshare has survived is due to the meticulous adherence to ethical and legal responsibilities associated with distribution of copyrighted material. Although having only one gatekeeper (Gustavo) creates delays, it does result in consistent decision making and a short chain of command for problems.
