I downloaded that one to take a look at too and noticed the same thing. I think, and I only think because I really don't know, that you are seeing an artifact of the fact that when it was originally submitted it was put on hold and the hold was later removed. I released it because there are just too many pages missing that no one here seems to be able to recover from a print copy. I suspect that is the case because it is a paperback original of no significance and perhaps without any reviews in the trade publications. That would make it unlikely to be found in a public library. It might be a good idea to just reject it.
