Instead of looking for page breaks for days, assume they are the responsibility of the submitter to include. If they are not included, it is your responsibility to reject the book. It would probably take about four hours at most to re-scan. This is a romance, not a book required by the collection. Instead of spending weeks on it or resigning as a volunteer, reject it and put your efforts into something you can actually validate rather than resigning. If you resign as a volunteer, nobody gets to take advantage of bookshare books you validate. If you are a new volunteer, it is particularly important to understand how to use your time most effectively for the good of the entire bookshare collection rather than getting upset.
