I may be wrong, but this is my guess. I rejected a
couple of books with no reasons given. Then it
occurred to me that if I put my reasons in the
Comments section, which I think is on the page two
underneath the Accept or Reject, that the
administrators would see it and it would get conveyed
to the submitter. I know that the Comments don't go
into the collection whenthe book is approved, so if we
want to warn or notify readers of anything, like
dialect or possibly Adult material or profanity if we
haven't checked Adult, we have to add it to the long
synopsis. But, as I say, I assume that the
administrators read the Comments section for a
Rejected book.

As far as getting people to do it, your appreciation
of knowing why your book was rejected and our
discussion here may have some effect. Of course, if
I'm wrong about that use of the Comments section,
presumably someone will let us know.
