Hi, I think you need to determine if the quotation mark is needed in the first place. Is the story completely written in first person? If someone can be shown to be conversing, that's where you want to put a quotation mark, particularly if there are any attributions as in "he said" or "she said". Can you contact the submitter of the file and make a copy of the questionable lines and ask if that quotation mark is in his/her file? Sometimes marks are there for no particular reason and if so, you can feel free to delete them unless it's supposed to be there. If the narrative has been going on without a quote and one comes up, you have to know should it be where it is or if you can remove it. I'm sorry I can't be of as good assistance as I might be because I don't know what your file is like and how far you've gone in it. I like to e-mail the submitter to let him/her know what I'm doing while the proofreading is going on and also if I need to verify certain stuff as in your quotation example.
