after teh chapter title adput some before teh chapter title ( does this
make sense somehow?

again and found this:

At the same time, follow Bookshare's standards for formatting:
Title on the title page and only on the title page: 20 point and bold.
Parts/Sections/Books: 18 point and bold.
Chapters: 16 point and bold.

Asterisks after any of the above should not be added to books. They add
unnecessary flotsam to the text. It doesn't matter if the text in the
printed book has blank lines after any of the above. Ignore the blank lines
in those circumstances.
When we are formatting books for bookshare, the formatting that is in a
print book is not going to be an exact match when it comes to how a
publisher formats a chapter heading and the text after it versus how it
needs to be formatted for Bookshare.
What we need to do is match what Bookshare requires to make the book
navigable for DAISY conversion. That's what trumps everything else: make
the book formatted to Bookshare's standards.

That’s true, but the proofreader of a book I submitted just got it
returned the other day because those asterisks were missing. So apparently
we are supposed to put them in when the chapter begins in the middle of the
page.

The chapter title is an indicator in and of itself. That's what
changing the font size and bolding it is for.

I'm pretty sure I asked this before and I thought I'd added the answer
to my notes but I can't find it.
If the book has a multiple line space between the Chapter title and the
first line of the text ( also between the last line of the preceding text
and the chapter title am I correct in remembering that we were told we
needn't put asterisks there? (or sould we?)
