So let me clarify what you're suggesting.
Are you saying that:
1. The original user who submitted the book in a proprietary file format
should download it back, reject it, then resubmit it in rtf?
Or
2. Another volunteer should download the submitted book in a proprietary
format, convert to RTf, reject the original, then resubmit the converted
RTF?
Is it one or two?
