Are they actual (hard) page breaks or soft page breaks. Soft page breaks will go away if you increase the length of the page. In Kurzweill there is a setting to have soft page breaks ignored, but I don't remember what it is (I'm sure someone else will chime in soon with the full answer).

Are the breaks changes of scene? Sometimes there are a lot of lines skipped when this happens. I just fix them as I go, since I read all of the book
anyway.  I just leave one line blank between scenes, except for a star.

I am proofreading a book where far too often the last few lines of a page show up as a separate page. I don't think this could have been happening as the book was scanned because when I merge the pages, the Kurzweil page and
the print page are consistent. Does anyone have a clue on how this could
happen. It doesn't happen with every page and not even consistently with odd or even pages but the end result of pages is going to be about 200 too many so I have my work cut out for me. A simple merge does the trick and the scan
is otherwise a very good one.  I welcome your thoughts.
