The reason people write blank page on blank pages is more for the validator
than for the stripper and final copy of the book. Putting the page number
on blank pages is not a bad idea, but nothing is necessary for the
bookshare system. We just don't want to lose blank pages because the file
is validated by someone using a program that doesn't display or keep blank
pages. Word doesn't have that particular problem so your fine.
It is also helpful to have something on those pages, again I would suggest
just the page number, so that people reading the DAISY copy of the book in
a program that doesn't display blank pages can keep track of the page
number they are on.

~Hello Everyone,
Is that extra page break enough to account for the blank page?
Thank you in advance.
