On the instructions I saw it said to upload text files as text and RTF as
RTF.. Or at least that is how I remember it.

You can save TXT files as RTF, then upload the RTF file. Make sure the
editor has not destroyed page breaks in the editing or conversion process.

Jill,

It doesn't matter what one uses to valiate: as matters
stand now, txt files have to be uploaded as txt files.
Hopefully the engineers are working on a way that they
can be accepted a rtf files, but it hasn't happened
yet.
