I'm pretty sure the long synopsis is not required, but if it is you can always just copy your short synopsis, I've seen that done many times.

Subject: [bksvol-discuss] long synopsis

Hi Guys and Gals,

I am just finishing a book and going to send it in by tomorrow. It's a paperback and has no write up about it anywhere in the book. I can write a short one but could never do the long one. Does it have to have the long synopsis to be accepted? It's The Last Good Kiss by James Crumley.
Thanks for any info.
