The comment mark for HTML is <!-- at the beginning of the comment and --!> at the end of the comment. That tells the document to pass over what is in between. Jaws didn't read both marks so they are the less than sign followed by an exclamation mark followed by two dashes at the beginning of the comment and two dashes, exclamation, greater than sign at the end of the comment.
